The type of research used is descriptive research. The data and data sources in this are the Sinar Baru Village Government including the Village Head and Village Apparatus, then several community members as well as documents related to research on legislation related to village fund management, APBDes budget data, village profiles, etc. Data collection techniques used are interviews, observation, and documentation. The data analysis techniques used are data reduction, data presentation, conclusions, and data levers. The results showed that the management of Sinar Baru Village funds, Rantau Badauh District, Barito Kuala Regency during the COVID-19 pandemic underwent several changes, which were in the distribution and priority of using village funds in 2020, most of the village funds will be used for handling COVID-19 and assistance. Direct Village Cash (BLT-Dana Desa). One way that can be done as a solution is through training or training.</em></p> Ika Wulandari, Ramdani Priatna, Fikri A.T Andikaputra Copyright (c) 2022 Mon, 19 Sep 2022 00:00:00 +0000 SUPERVISION OF THE DISTRIBUTION OF 3 KG LPG GAS IN SUB AGENTS IN KELUA SUBDISTRICT, TABALONG REGENCY <p><em>ABSTRACT</em></p> <p><em>This study aims to analyze and describe the supervision of the distribution of 3 kg lpj gas in sub-agents in Kelua District, Tabalong Regency and identify inhibiting and supporting factors in the process of supervising the distribution of 3 Kg LPG gas in sub-agents.&nbsp;The method used is a descriptive qualitative research method with three data collection techniques, namely interviews, observations and documentation.&nbsp;The results showed that the supervision carried out was still low, judging from the lack of supervision when setting implementation standards in distribution.&nbsp;Weak supervision when determining the measurement of the implementation of activities in gas distribution.&nbsp;At least supervisory activities are carried out to measure the implementation of lpg gas distribution activities.&nbsp;Low supervision in the comparison of the implementation of activities with the standards of implementation and evaluation of deviations in the distribution of 3 kg lpg gas to sub-agents.&nbsp;However, for the taking of corrective measures against sub-agents when the distribution of lpg gas by the disperindag is good.&nbsp;Influencing factors are inadequate human resources, lack of government coordination with society, public awareness.&nbsp;Supporting factors are adequate human resources, and coordination.&nbsp;The results of this study suggest that sub-agents exist in each village evenly, increase human resources, carry out regular and continued supervision, provide rewards to sub-agents and the community, give a stern warning when there is a violation.</em></p> Rahmadi, Rahma Yuliani, Taufik Arbain Copyright (c) 2022 Mon, 19 Sep 2022 00:00:00 +0000 KINERJA PEMERINTAH DESA DALAM PENYELENGGARAAN PELAYANAN PUBLIK DI DESA TANTA HULU KECAMATAN TANTA KABUPATEN TABALONG <p>Pemerintah desa harus memiliki komitmen yang kuat untuk meningkatkan kinerja terutama dalam setiap melakukan pelayanan kepada masyarakat. Namun dalam kenyataannya pemerintah desa belum dapat mewujudkan kinerja pelayanan publik sesuai dengan yang diharapkan masyarakat. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis bagaimana kinerja pemerintah desa dalam penyelenggaraan pelayanan publik, beserta identifikasi faktor penghambat yang mempengaruhi penyelenggaraan pelayanan publik. Jenis dan pendekatan menggunakan deskriptif kualitatif dengan teknik wawancara mendalam kepada informan kunci. Teknik analisis data menggunakan model interaktif. Hasil penelitian menunjukkan&nbsp; bahwa&nbsp; kinerja&nbsp; pemerintah&nbsp; desa dalam&nbsp; penyelenggaraan pelayanan&nbsp; publik cukup&nbsp; baik. Namun&nbsp; masih terdapat&nbsp; beberapa&nbsp; indikator&nbsp; yang&nbsp; hasilnya belum&nbsp; sesuai sehingga menjadi faktor penghambat, seperti masih&nbsp; belum&nbsp; adanya&nbsp; inovasi&nbsp; pelayanan,&nbsp; masih ada&nbsp; beberapa&nbsp; kebutuhan&nbsp; masyarakat&nbsp; yang&nbsp; sulit untuk&nbsp; dikenali&nbsp; oleh&nbsp; pemerintah&nbsp; desa, serta belum adanya sarana dan penanganan terkait pengaduan, saran dan masukan.</p> Heni Suparti Copyright (c) 2022 Mon, 19 Sep 2022 00:00:00 +0000 IMPLEMENTATION OF POLICIES ON THE SELF-HELP HOUSING STIMULANT ASSISTANCE (BSPS) IN BATUMANDI SUB-DISTRICT, BALANGAN REGENCY (CASE STUDY IN BANUA HANYAR AND HAMPARAYA VILLAGES) <p><em>Self-help Housing Stimulant Assistance (BSPS) is one of the government's programs through the Minister of Public Works and Public Housing to improve the community's ability to access decent housing. The research method used in this research is descriptive with a qualitative approach. Data were collected through interviews, observations and documentation with the research subjects, namely policy implementers and the recipients of the BSPS program. The results of the study illustrate that the Self-Help Housing Stimulant Assistance program has been running, although there are still poor people who have not received assistance due to the limited budget from the government, but this program has a positive impact on the people who receive assistance. The result of the implementation of this policy is that underprivileged people can access decent housing by utilizing the assistance provided by the government. The supporting factors for the implementation of the policy on Self-Help Housing Stimulant Assistance in Batumandi Sub District are program objectives that are in line with the needs of low-income communities and support from the political elite while the inhibiting factors for implementing this policy are socialization to the community that has not run optimally, the limited time for implementing the BSPS and the limited quota of BSPS recipients.</em></p> Norsanti, Mariyatul Fitriah Copyright (c) 2022 Mon, 19 Sep 2022 00:00:00 +0000 CULTURAL TOURISM POLICY NETWORK IN LEWOKLUOK VILLAGE, EAST FLORES REGENCY <p><em>This paper aims to explain the portrait of cultural tourism in Lewokluok Village, East Flores Regency after the Anugerah Pesona Indonesia (API) Awards. By utilizing the perspective of policy networking qualitative research seeks to map the key actors, decision-making arena and institutionalization of policy networking. The results showed that government and community actors have an equal position in the process of aggregation of interests and decision making. Decision making is carried out in a formal arena at the district and village levels. The collaboration of government and community actors creates interdependent relationships and spaces for reciprocal use of resources. In this system, local communities become the main actors in managing Village Cultural Tourism, receiving the benefits of knowledge, skills and capital. Government actors as facilitators benefit in increasing local revenue. Penelitian ini bertujuan untuk mengetahui seberapa besar Pengaruh Kompetensi Dan Komitmen Terhadap Kinerja Penelitian Dosen di Sekolah Tinggi Ilmu Administrasi (STIA) Tabalong, Metode yang digunakan dalam penelitian ini adalah metode kuantitatif, dengan populasi sebanyak 42, sampel 42 orang dan teknik analisis data dengan instrument penelitian uji validitas, uji reliabilitas, Uji Asumsi Klasik dan menggunakan regresi linear berganda. In Presidential Regulation Number 63 of 2017 that the Indonesian people who get BPNT are people who are classified as poor even though in its implementation there are many things that do not match the amount of assistance with the basic needs of the community so that this assistance is complained of by the community. This research, entitled "Satisfaction Survey of Non-Cash Food Assistance Users in East Banjarmasin District", has a formulation of the problem of how satisfied BPNT program users are in East Banjarmasin District. The purpose of this study was to determine the user satisfaction of the BPNT program in East Banjarmasin District.</p> <p>This research uses descriptive quantitative method using several data collection techniques such as questionnaires, observation, and documentation. The data sources used are primary data from questionnaires and observations and secondary data from the regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 14 of 2017. This can be seen from the village development process how the role of the lokal village assistant as a facilitator and communicator and what obstacles are faced by the role of the village lokal companion which causes his role as a companion is still not optimal. The results showed that the role of lokal assistants in Babai Village was still not optimal, judging from their role as facilitators and communicators. As a facilitator in the planning, community empowerment and evaluation stages, it has been going well but in the implementation stage, this is still lacking, as can be seen from the lack of community participation during the implementation of development. As a communicator in the stage of community empowerment and development evaluation is quite good but in the planning and implementation stage of development is still not good, this can be seen when lokal village assistants are unable to provide solutions in planning and implementing development in the village. Influencing factors are coordination, workload and quality of human resources as lokal companions to the village.
